Integrated Communication System for Maritime Vessel RoNSeaCom

The RoNSeaCom product – Integrated Communication System for Maritime Vessel, was delivered to the Ministry of National Defense by the consortium of Romanian-owned companies consisting of STARC4SYS S.R.L. - leader, S.C. INTERACTIVE SYSTEMS & BUSINESS CONSULTING S.R.L. - partner, STIMPEX S.A. - partner, and S.C. DENDRIO SOLUTIONS S.R.L. - partner, with the technical and financial support of RAFAEL ADVANCED DEFENSE SYSTEMS Ltd., following the awarding of the contract "Supply and Installation of an Integrated Communication System for Maritime Vessels."
Through the launch of the "RoNSeaCom" program, the contracting authority aimed to equip the combat vessels of the Romanian Naval Forces with modern technical solutions to ensure flexible communications and the rapid, stable, and secure transfer of information in the specific operational environment in which they operate, characterized by complexity, dynamism, and constant challenges.
To meet this objective, the consortium proposed and implemented a proprietary, Romanian-conceived solution, leveraging the extensive technical and operational experience of its engineering personnel, most of whom come from the structures of the National Defense, Public Order, and National Security System. This expertise was complemented by the know-how provided by one of the world's leading military solution integrators – the Israeli company RAFAEL ADVANCED DEFENSE SYSTEMS Ltd.
The selection of components for the RoNSeaCom solution was carried out following an extensive and thorough evaluation by the Consortium of the technologies currently available on the international market. This process was based on comprehensive dialogue with potential suppliers regarding how to meet the requirements specified in the technical specification included in the awarding documentation.
The integration concept and the actual implementation of the solution for the beneficiary were exclusively handled by the Consortium's personnel, utilizing technology and know-how transfer. This approach significantly reduced dependence on the technical human resources of the manufacturers, with clear positive effects over the entire lifespan of the product.
The main manufacturers of RoNSeaCom components are renowned companies in the international market. During both the preparation of the technical proposal and the project's implementation phase, these companies demonstrated full support and commitment to the project's success. Technology and know-how transfer agreements were established with them as follows:
- RAFAEL ADVANCED DEFENSE SYSTEMS Ltd. provided the integration framework for the other components of the communication system through its SeaCom Naval Communications technical suite. This hardware product package, developed for the Israeli Navy, is operational on numerous surface vessels and submarines, including:
- Hagenuk Marinekommunikation GmbH – GERMANY, part of the ATLAS Group, a globally recognized producer of naval communication solutions.
- Park Air Systems Ltd. – UNITED KINGDOM, a member of Northrop Grumman, globally renowned for its VHF/UHF radio communication solutions.
- Isode Ltd. – UNITED KINGDOM, a manufacturer of military messaging solutions compliant with MIL-STD and STANAG (NATO) standards, utilized by the armed forces of over 50 countries.
- Schneider Electric Group – USA, a global leader in reliable power supply systems through UPS solutions.
- RAPID MOBILE Ltd. (RapidM) – SOUTH AFRICA, a world market leader in data radio communication solutions for HF and V/UHF frequencies.
The use of technologies from these specialized IT&C companies led to the delivery, installation, and operationalization of a complex, state-of-the-art solution. This system provides and ensures both encrypted and unencrypted radio communication services for ship-to-ship and ship-to-shore transmissions, achieving interoperability for naval forces during national and/or allied missions under NATO/EU auspices.

- Data and voice communications specific to the NATO BRASS system (e.g., Broadcast, Ship-Shore, MRL, and FAB), with ARQ capabilities implemented during the latest system modernization process.
- Ship-to-ship data and voice communications, compliant with ARQ standards specified in NATO publications.
- Secure and protected communications and transmissions through the integration and implementation of COMSEC and TRANSEC mechanisms as recommended.
- Voice and data communication services with ships in national and NATO naval groups, adhering to the latest Alliance-approved standards, STANAG 4691 and STANAG 4372.
- Integration of all communication system components on the vessel to ensure centralized management, control, and operation.
- Equipment operation in specific on-board conditions, characterized by rolling and pitching movements, vibrations, humidity, specific temperature ranges, and transitional power supply regimes caused by switching between energy sources.
RoNSeaCom is installed on the vessels of the Romanian Naval Forces and ensures the reliability and interoperability requirements necessary for cooperation in a specific operational environment, as well as interoperability during combat actions conducted both domestically and with NATO partners.
By implementing this project within the Romanian Naval Forces—combined with other successful participations in major projects of the Romanian armed forces—the Consortium aims to establish itself as a center of expertise in the integration of military communication solutions and beyond. It aspires to represent a high-level national resource of competencies that the Romanian state can rely on when needed.
